MEMBERSHIP:
The Authority offers the following categories of
membership, interested persons are required to fill
the form as per laid down instructions.
CATEGORY 'A' (AYE)
Officers of the Pakistan Armed
Forces and Serving Civil Officers of BPS-17 and
above paid from the Defence Services Estimates.
Officers of the Armed Forces who have been released
either in Pakistan or retired/ released before August
14, 1947 and subsequently acquired Pakistan Nationality.
Notes :
Retired Civilian Officers are not
eligible for registration in Category-'A'.
Persons not eligible for registration in Category
'A' (AYE) may, at the discretion of the Executive
Board, be registered with the Authority in Category-
'B' (BEE) on payments of requisite fee prevailing
at that time, as registration fee. Such persons
shall not be entitled to allotment of any plot in
the Authority.
CATEGORY 'B' (BEE)
Executive Board may grant Registration in Category-'B'
to individuals / Companies / Firms / Organizations
/ Establishment / Foreigners etc, for purchase of
plot(s) etc in their names on payment of requisite
membership fee.
CATEGORY 'C' (CEE)
The Executive Board may grant Registration in Category-'C'
(CEE) to person / persons who , through gift / inheritance,
acquire any share / interest in any plot / property
allotted initially either to a member of the dissolved
society or to persons registered with the Authority
in Category-'A' (AYE) and 'B' (BEE) provided that
such person / persons are not minor and pay / pays
the fees as prescribed.
CATEGORY 'D' (DEE)
The Executive Board may grant Registration in Category
'D' (DEE) to DHA employees who are allotted staff
plots, to owners of property on leased plots in
Neelum Colony and Qayyumabad, provided that such
person / persons is / are not minor and pay / pays
the fees as prescribed.
ALLOTMENT OF PLOTS:
All allotment of plots are made through ballot to
persons registered in Category 'A' (AYE). Allotment
of plots is made by means of an open ballot for
which the persons concerned are informed in advance
through notices published in newspapers or / and
individual letters.
PROCEDURE FOR SUBMISSION OF DOCUMENTS :
DHA procedures are based on 'one window' operation.
Instruction slips giving details of documents etc,
required for transfers, mutations, divisions etc
are available at the counter. On first day, members
/ their representatives submit documents for transfer
mutation and division of plots etc at the reception
counter as per instruction slip on the subject.
If the documents are complete as per instruction
slip then a serial number is allotted. The next
day members appear in person before the Designated
Officer of the Authority, for acceptance of their
documents. The presence of members is mandatory
for transfer of plots. CTC (Certified True Copy)
of documents, acceptance of memberships and collection
of certain documents like Demarcation Letter. Members
may be represented by their authorized persons /
agents, where their personal presence is not otherwise
required. In certain cases the member may authorize
an individual for collection of documents by signing
letter of authority along with the authorized person
in the presence of the Administrative Officer. All
documents after verification / acceptance by the
Designated Officer and clearance of dues are required
to be submitted at the counter and proper receipt
obtained, which will also indicate the tentative
date of collection of transfer order etc.
DIVISION OF PLOTS :
Residential plots of the following sizes only are
normally divisible :-
2000 sq yds
1000 sq yds
600 sq yds (Plots on Commercial Streets of Ph-IV
only)
Approval of the Authority is required if a plot
is to be sub-divided into two, three or four portions.
Following formalities are required to be completed:

All the dues pertaining to plots
are to be cleared
The request for subdivision of the plot is to be
made on an Affidavit to be executed on Rs.20/- Non-Judicial
stamp paper, duly signed and attested by the Oath
Commissioner. The Site-Plan of the original plot
is to be obtained from the Authority Office and
the Allottee / Transferee should indicate therein
the division, he / she proposes to make by drawing
a line and showing the total area of each sub-divided
plot and its new numbers. (while drawing the dividing
line/lines, it is to be ensured that each sub-divided
plot measures not less than 500 sq yds), provided
the division is technically feasible. However, the
only exception is 600 sq yds duplex plots located
in Ph-IV (Duplex Area), which can be sub-divided
into 300 sq yds each.
Six copies of the Site-Plan with the required sub-division
duly marked is submitted along with the Affidavit
mentioned above duly signed by the Allotted / Transferee.
The Authority normally provides one manhole for
each allotted plot. When a plot is sub-divided into
2, 3 or 4 portions, there is a requirement of providing
additional manholes for each sub-divided plot. The
cost of manhole, as determined by the Chief Engineer
DHA, is paid by the owner. A member who applies
for division of plot, therefore pays the division
fee per division as prescribed from time to time.
Members who purchase plot jointly and thereafter
want to sub-divide it by Name (i.e. part one in
the name of Mr. X and part two in the name of Mr.
Y etc) are required to apply on the prescribed form.
In addition to the division fee, they are also required
to pay the transfer fee subject to technical feasibility
of division. When all the formalities are completed
and required documents submitted by the Allottee
/ Transferee, the case for division is processed
for checks and approvals after which a Division
Order to this effect is signed and issued to the
Allottee / Transferee along with the approved site-plans.
Revised site-plans are thereafter issued on request
for each sub-divided portion on payment of site-plan
fee.
Note: In case
Sub-Lease of a plot has already been executed and
plot is still open (i.e. without construction) a
Surrender Deed has to be executed with the Sub-registrar
before a request for division of plot is made.
TRANSFER OF PLOTS :
Members can transfer the plots held by them in the
following manner (Regulation No.9 refers) :-
From a person registered in Category
'A' to another person registered in Category 'A'(AYE)
or any other category or vice versa.
From a person registered in one of the categories
to this legal / natural heirs on his demise after
completion of required legal formalities.
By means of a Gift / Hiba Zabani Bila Ewaz to legal
/ natural heirs.
In case Sub-Lease 'A' has already been executed
and the plot is still open (without construction).
Surrender Deed has to be executed before making
a request for transfer of plot in any of the manner
mentioned above except transfer to legal / natural
heirs on the death of a member:-
All outstanding dues of the plots
are to be cleared.
Request for transfer of plot is to be made as per
instruction slip for the purpose.
The transfer fee, as prescribed, is to be paid through
a Pay Order or Bank Draft in favor of PDOHA, Karachi.
The transferor is to appear personally before a
Designated Officer of the Authority along with the
original National Identity Card, Retired / Serving
Officers Identity Card (as applicable) for verification
of his / her identity / signatures and documentation
check. Identity of the transferor is verified by
the authorized officer from the record held and
an endorsement to this effect is made.
In case transferor is a serving Officer in Armed
forces, and being posted at an outstation, and due
to exigencies of service is unable to visit the
Authority Office for transfer of his plot, his signature
on transfer application are required to be attested
/ verified by an officer of the Armed Forces, not
below the rank of Brig / Commodore / Air Commodore,
of his own formation.
All transfer documents, after verification by the
Designated Officer are required to be submitted
at the counter and proper receipt obtained, which
will also indicate the tentative date of collection
of transfer order.
After acceptance of transfer documents, 20 days
grace period is given to clear the dues etc, and
submission at the counter. For depositing documents
after expiry of grace period, a late submission
fee as per rates in vogue is charged. Once these
formalities are completed transfer order is issued,
after due scrutiny and checks, to the transferor
and the transferee in approximately 3-4 weeks time.
TRANSFER OF PLOT FROM A
PERSON REGISTERED IN CATEGORY 'A' TO A PERSON REGISTERED
IN ANY OTHER CATEGORY OR VICE VERSA.
For all these types of transfers,
the procedure to be followed is the same as given
above and on payment of the prescribed transfer
fee applicable for each category. As per Muslim
law, member can gift away to any person by “Hiba
Zabani Bila Ewaz†. In order to
ensure that this privilege is not misused, the Authority
accepts such gifts under “Hiba
Zabani Bila Ewaz†only to wife
/ husband or children and vice versa and to parents
if the Allottee / Transferee is unmarried and a
certificate to this effect is produced. Otherwise
registered gift deeds are required for purpose of
mutation in the records by the Authority. The Authority
charges nominal transfer fee as prescribed for such
transfers if the plot in question is an original
allotment. Otherwise normal transfer fee is charged.
THE REQUEST FOR TRANSFER
OF A PLOT TO LEGAL / NATURAL HEIRS IS MADE AS PER
INSTRUCTION SLIP PROVIDED BY DHA :
Transfer of plots to legal / natural heirs on the
demise of a person registered in any category is
made on completion of legal formalities and clearance
of outstanding dues. The legal / natural heirs should
file an Affidavit declaring that they are the only
legal / natural heirs of the deceased member concerned.
On clearance of dues, the Authority will give a
draft notice for publication in two leading local
newspapers, one Urdu and one English, at the cost
of legal / natural heir(s), inviting objections
of the publication of the Notice, the Authority
will process the transfer the plots of the deceased
members jointly in the name/s of all legal / natural
heirs. In case where 'B' or 'C' (lease for 99 years)
have been executed prior to the death of the member,
then the request for transfer by the legal / natural
heirs is required to be made to the Military Estate
Officer, Karachi directly.
PROCEDURE FOR MUTATION
OF NAMES IN CASE OF SALE (Conveyance Deeds):
When a plot with construction thereon is sold through
the medium of sale / conveyance deed documents as
per instruction slip are required to be sent to
the Authority with the pay order of prescribed amount
towards mutation fee, mutation of name in the Authorities
records will only be made after all dues against
the plot have been cleared.
CLEARANCE OF OUTSTANDING
DUES AGAINST PLOTS:
Once a plot has been allotted to a member or in
case of revision of development and other charges,
the allottees are informed through Demand Notice
issued by the Accounts Branch for payment of balance
amount outstanding against Allottee / Transferee
of Plots, as the case may be the Allottee / Transferees
are expected to make prompt payment to help speedy
development. Once final Demand Notices are issued
individually or through newspapers, alottees / transferees
are required to clear the outstanding dues within
the prescribed time, otherwise their allotments
/ transfers etc may be cancelled.
ISSUE OF SITE PLAN :
Site Plans are issued on request from members after
clearance of outstanding dues and payment of site
plan charges, provided the area, where the plot
is located is developed. On transfer of plots or
sub-division, separate site plans are made. Since
the site plans are made out of the Master Layout
Plans, it is to be considered as PROVISIONAL subject
to adjustment in dimension, etc at the time of demarcation
/ handing over possession of the plot.
DEMARCATION :
The demarcation and taking over possession of plots
by the members are done subject to making a request
and clearance of outstanding dues including prescribed
demarcation fee (demarcation letter are to be collected
by the owners). For this purpose, following documents
are required to be submitted :-
Photocopy of Allotment
/ Transfer Order
Site Plan
No Demand Certificate in original issued by the
Accounts Branch after clearance of dues including
demarcation fee
Photocopy of National Identity Card
WATER CONNECTION :
Water connection is given by the Cantonment board
Clifton (CBC)/Authority on receipt of an application
on the prescribed form of the Cantonment Board,
for this purpose a copy of approval letter of Cantonment
Board for Completion of Building is required. The
Lessee is also required to pay the prescribed charges
for water connection, road, cutting/maintenance
and advance water charges for six months (as prescribed)
COMMENCEMENT OF CONSTRUCTION
WORK :
Construction work shall be commenced with one year
and completed within two years from the date of
sanction given by Cantonment Board Clifton
ELECTRIC CONNECTION :
Soon after the issuance of the demarcation letter
and taking over possession of the plot, the owners
should apply directly to Karachi Electric Supply
Corporation for extension of Street Light if it
does not exit near to their premises, a copy of
the same may be endorsed to the Authority for information.
When the structure reaches up to plinth level, the
owner should apply directly to KESC on the prescribed
form for electric connection.
GAS CONNECTION :
Towards the completion stage of the construction,
application should be directed to the Karachi Gas
Company.
TELEPHONE CONNECTION :
Application on prescribed form for installation
of telephone can be submitted and registered with
the Karachi Telephone Region anytime after the construction
has commenced. Telephone Connection is provided
by the Telephone Department.
GENERAL POWER OF ATTORNEY
:
Allottee / Transferees of plots, who may not be
in a position to attend to their affairs connected
with their plots, etc. may give an irrevocable registered
GENERAL POWER OF ATTORNEY in favour of any person,
whom they wish to deal with the Authority. Formalities
as per instruction are required to be completed,
after obtaining the registered General Power of
Attorney, from the Office of the Registrar / Sub-Registrar
or Attested, stamped and registered by Pakistan
Embassy / Consulate Concerned. On receipt of above
documents, the Authority after due scrutiny issues
a letter or acceptance to the Attorney / Executants.
The original power of attorney is retained by the
Authority in case it is required for any purpose,
it is issued temporarily on a written request from
the Attorney. Sale / Transfer of plot is not permitted
on the basis of Power of Attorney, now.
SPECIAL POWER OF ATTORNEY:
Special Power of Attorney, is to be executed and
registered with the Registrar / Sub-Registrar or
attested / registered by Pakistan Embassy / Consulate
Concerned, in cases when a member is unable to attend
the court personally for the purpose of registration
of Lease A/B/C in his / her name. Specific purpose
for which the special Power of Attorney has been
given should be mentioned in the text thereof i.e.
for the purpose of registration of A/B/C Lease etc.
GRANT OF NO OBJECTION CERTIFICATE
FOR LOAN:
Members who wish to obtain loan for any purpose
from House Building Finance Corporation / Bank /
Financial Institution may obtain a “No
Objection Certificate†to mortgage
/ assign their plots, on a written request, after
clearance of dues and registration of Lease 'A'.
In case where B or C Lease has already been registered,
such requests, for NOC are made to the Military
Estate Officer, Karachi direct by members,
COLLECTION OF DOCUMENTS:
Documents may be collected by members personally
or through their authorized representative carrying
original receipt, original National Identity Card
and original letter of Authority duly executed by
the member before the Designated Officer of the
Authority. All documents not collected within 7
days of due date are dispatched through Registered
Mail, except NOC for Loan, Site Plans and Demarcation
Letter.
RENEWAL OF MEMBERSHIP /
REGISTRATION OF DHA MEMBERS :
Members are required to update their membership
records on occurrence of any changes like change
in address etc, every five years by providing latest
photographs, affidavit of latest specimen signatures,
updation of family record, 2 attested photo copies
of National Identity Card (if applicable) and change
of address, for which they are to pay a nominal
fee annually or on five years basis (at the option
of members) within five years effective from 1st
July 2000, the effective date shall be the date
of membership. Those members who do not renew their
membership by paying the stipulated fee within five
years, their membership is cancelled after 6 months
notice, where after they shall have to obtain fresh
membership for allotment / purchase of plot in DHA
and pay full membership fee of the required category
prevailing at that time.
